NR Sheep/Goats etc to 10%

Being a completely newcomer to western hunting I had hopes of buying all the points every year for as long as it took to get a tag for moose, sheep, and bison. As well as elk, deer, antelope. I guess this thread has really opened my eyes to the R vs NR outlook on things. I guess if I really wanted to hunt any of those more exclusive species i'll just have to save the money and pay for it. I'll keep buying my points for elk, deer, and antelope because I want my kids to experience what I never had an opportunity to. Who knows maybe I'll love it that much in one of those states that I'll pick up and become a resident.

In the mean time if I catch some HS kid keying my truck up he's getting a 270 WSM to his engine block then a whooping like he's never had before.

Just an FYI, there is a survey floating around regarding cutting NR quotas to 10% along with many other issues.

Also, tag distribution between R and NR, has essentially no impact on Federal funding that the states receive.

I think if the NR allocation is cut, it will be with moose, sheep, goat, and bison, and I think its warranted. Wyoming Residents should get 90% of the tags for those species, the same as the residents of every other surrounding state enjoy.

There simply wouldn't be significant revenue lost by cutting the NR allocation of moose, sheep, goat and bison to 10%.

Deer, elk, and pronghorn allocations should NOT be reduced...and that's where a vast majority of NR funding comes from.


The state of Wyoming is not obligated by law to sell any big game hunting licenses to nonresidents. State law only reserves a percentage of all big game licenses to residents and the Game and Fish commission always sells the maximum number it can to nonresidents.

Wrong.

Nonresident Sheep, moose, goat and I believe Bison, the commission if forced via Statute to issue 25% of sheep tags, 20% of the moose tags, and IIRC 25% of goat and Bison as well. The commission has to approve the quota's prior to the draw, but they have no authority to reduce the NR allocation.

They could change the deer, elk, and antelope percentages/allocation since those are in Regulation and NOT statute (chapter 44).

But, the commission and GF are absolutely 100% obligated to issue NR sheep, goat, moose, and bison tags at the percentages described...per statute/state law.

Wyoming statute 23-1.703 section e reads as follows.
The commission shall reserve eighty percent (80%) of the moose and seventy-five percent (75%) of the ram and ewe and lamb bighorn sheep, mountain goat and grizzly bear licenses to be issued in any one (1) year for resident hunters.

There is nothing that states the Commission has to sell any to nonresidents.

So would that mean potentially that the remaining 20% of moose tags could all be auction tags for example and none givin to NR. Glad I bowed out when I did.

Non of the Commissioner or Governor tags count against any of the license quotas. In fact this year there were 17 nonresidents hunting elk in hunt area 56 type 1 and only 8 residents. There are no big bulls left in area 56 because of all the Commissioner and Governor hunters going thru outfitters ever since they reopened this late hunt 3 years ago.

Hmmm...we may need to talk about this further.

You make a valid point.

I also found this:

(g) In promulgating rules and regulations for the taking of bighorn sheep and moose, the commission shall not discriminate between residents and nonresidents regarding the maturity, horn size or sex of the animals which may be taken. Nothing in this subsection shall be construed as prohibiting the commission from issuing a different number of licenses for residents and nonresidents.
