I am just saying i have been hiking in the summer where outfitters have there camps set up and have hauled trash and all kinds of things out of the back country that got left behind maybe because snow forced them out earlier than expected i don't know. The forest service cant enforce the 14 day rule on people that camp closer to the roads because the lack of horses and not the back country people.Maybe outfitter is the wrong word here. People that horse back in to get away from the crowds typically are set up for more than 14 days or its not worth there time and work. Just saying it has to be fair across the board. Forest service doesn't have the resources to really enforce it either way that's why nothing is done about it.

I would say that if you found trash all over where someone was camping back into the woods that they were not outfitters. There isn't a outfitter out there that would risk their permits and licenses by trashing up a area

Not trying to disagree with you but I could tell you about 1 Outfitter in the Flattops of Colorado that is/was for sure and I have seen with my own two eyes.

Obviously I am not saying they all do it because that would be a ridiculous statement, but I know where one does and I have filed complaints against them.
