Should be close:
Arizona - Every year (Desert sheep, elk, deer, antelope, javelina, sheep and turkey). Also building points for my kids
Oregon - Every year (Sheep, mountain goat, elk, deer, antlerless deer, spring bear, premium elk, premium deer, premium antelope)
Montana - Every year (Sheep, mountain goat, antelope)
Colorado - Every year (Sheep, mountain goat, elk, deer, antelope and black bear)
South Dakota - Every year (bison)
Utah - Every year (Desert Sheep, Rocky Mountain Sheep, Mountain Goat, bison, elk, limited entry deer, general deer). Also building points for my kids.
Nevada - Every year (Desert Sheep, California Bighorn, Deer, Elk, Antelope)
Wyoming- Every year (elk, deer, antelope). Moose every other year to not lose my points as one of these years I'll hunt a cow for meat. Also building points for my kids.
New Mexico - No point systems, so if I'm desperate for a quality elk tag. Occasionally for oryx and ibex.
Idaho - No point system, so only occasionally for sheep
We are at the point with preference/bonus points that we pick the tag we want to draw on a given year. We try to limit to one or two out of state tags a year. The others we apply for points only or extreme long shot dream tags.
Several things I apply for I am at or near the top of the point pool, and if I was a new applicant just jumping in I would most likely NOT apply as the odds of drawing would be ridiculously low. An example would be Wyoming moose.
