I think you are forgetting that Wyoming will lose a significant portion of the millions in preference point fees for sheep and moose. You would have to assume many will stop purchasing if they have zero chance to ever draw.

Also of note, if the proposed bill passes, all moose permits will go to almost 3k. Pretty damn steep for a cow! Only silver lining may be that a lot fewer people apply.

Looks like you started with the most challenging- a lot of guys would trade their Moose, whitetail, muley, and antelope for a nice goat and sheep. I think your checklist could be done in a couple of years... or at least significantly shortened!
