    They are trying to manage the deer by herds and their habitat. If these cover several units, then could hunt several units. Colorado sets up their hunting unit structure for antelope, deer & elk. Sometimes the animals in management herds move in several units.

    What Jim said. Scouting early in the summer, the elk will be in their summer range and they will usually move as fall approaches. Also archery hunters can push them into private and deeper timber, harder accessibility areas. The areas you found them earlier, could be vacated by the elk.

    Years ago I shot a small 3 point blacktail deer in southern California that was tougher than any meat I've ever eaten. I ended up making burger out of it. The backstraps were even hard to cut. It had a lot of fat too. Just never know.
