Wyoming General elk tags

I'm pretty new to the Wyoming tag system. Are general tags allotted through a draw? I.e. For a non resident I'd have had to apply in January or are they more of an over the counter deal?

Had to apply in January draw. You'll now have to wait till the end of June for the left over list to come out if you want an elk tag in Wyoming this year as a NR.

For the nonresident general tags are draw only.

Are there usually a few leftover tags available in June? Depending on the unit I would suppose?
There is what I would consider really good cow tags, and there are some good bull tags. But yes it does change from year to year. The best leftover tags will be gone the first morning there for sale.

How do you evaluate cow tags? There's a ton of information out there about bulls, but I've never had much luck coming up with information about areas for cow elk hunting.

There are several threads on here discussing cow hunting/areas that should help you a bunch. I like to steer people to buy cow tags for areas they plan to bull hunt in the future. Its the best kind of scouting in my opinion...

Good access with plenty of opportunity. I think that has to come from experience. I've been bouncing around the Bighorn Basin hunting cows the last 5 years and have finally come up with some favorite places. Wyoming makes it easy to gain a lot of elk hunting experience in a short amount of time since you get 3 cow tags per year.

The season length, previous years success rate, huntable land, and excess to that land when I want to hunt. Areas that have leftover cow tags are defiantly worth your time to call local wardens and biologist because sometimes they have landowners that will let you cow hunt also.

Thank you all for all the info. Due to various circumstances, I did not get in on any of the initial draws and will be shopping for a leftover tag come July to try and sneak out there for a little bit. Cow elk or leftover antelope . . . or both maybe. Will probably end up focusing on the Bighorns, as its the only area I have a little bit of experience with. Thanks again.
