I'm pretty new to the Wyoming tag system. Are general tags allotted through a draw? I.e. For a non resident I'd have had to apply in January or are they more of an over the counter deal?

There is what I would consider really good cow tags, and there are some good bull tags. But yes it does change from year to year. The best leftover tags will be gone the first morning there for sale.Are there usually a few leftover tags available in June? Depending on the unit I would suppose?
How do you evaluate cow tags? There are several threads on here discussing cow hunting/areas that should help you a bunch. I like to steer people to buy cow tags for areas they plan to bull hunt in the future. Its the best kind of scouting in my opinion...How do you evaluate cow tags?
