elk attractant and cover scents

What is the go to cover scent and attractant for elk hunting?

I usually use a cow elk in heat wafer strapped to my hat, but in all reality I think if the wind is not right they are going to smell you either way. Another downfall to the cow elk scent is that it is sometimes hard for pick up the real thing as easy because I am always smelling elk on myself. I think if you were set up in a blind where you might want a bull to stop, the wafer hung in a tree or bush may work pretty well.
