Have any state governments come out and said if they would like to have the land transferred to them or not and what the pro's/con's, implications, etc. would be?
In 2015, the Wyoming House of Representatives passed HB 209 on a 36 to 22 vote. It called for the transfer of millions of acres of federal land to the state. Fortunately, the bill failed to get introduced in the senate before deadline. At the same time the senate passed a bill requiring the study of costs and benefits of transfer. That study is now nearing completing and should be available to the public shortly. Other states have also attempted transfer legislation. Most notably, Utah passed and their governor signed a bill requiring the feds to transfer federal land. Fortunately, the feds are stilling laughing at the bill (but a different administration might take it seriously).

As for the pros and cons, they have been discussed extensively in several places on this forum. Look here: http://forum.eastmans.com/showthread.php/9831-Transfer-of-Public-Lands
