Colorado Leftover and Over-the-Counter (OTC) Licenses Coming Up in August

Just a reminder, Leftover and Over-the-Counter (OTC) licenses become available starting in Agugust.

Leftover limited licenses are licenses that weren’t issued in the primary draw. They become the licenses eligible for the secondary draw, and any remaining licenses after the secondary draw become available as over-the-counter leftover limited licenses.

Over-the-counter (OTC) licenses are licenses that are available without having to go through the draw(s). They do not require buying/having a qualifying license, do not use preference points and may be purchased any time before and during a season.

These Leftover / OTC licenses go on sale, beginning August 1st at 9 a.m. MT. They will be available in person from sales agents (https://www.cpwshop.com/issuerlist.page), by phone at 1-800-244-5613 or online at cpw.info/buy-apply. CPW will post a list of available licenses on-line a few days before 1 Aug.

There’s also a process for reissuing returned limited licenses. Instead of hunts being randomly released as in the past, a reissue preview list will be posted online. Beginning August 8th, this list will be published on the website every Tuesday at 11 a.m.

Hunt codes on the reissue preview list will be moved to the leftover list and become available for purchase each Wednesday at 11 a.m.
All hunt codes will be released 11 a.m.–1 p.m. MT on Wed. of every week. No new hunt codes will be added to the list after 1 p.m. MT each Wed. The Reissue Preview List will be cleared after sales begin on Wed. and will repopulate the following Tues. Remaining licenses left unsold will move to the leftover license list. They should really state this on their website..

I had to call CPW to clarify that.
Me too and they were too incompetent to understand my simple question. After 15 minutes of holding on the line, I hung up the phone and figured I would play the wait and see game.

No dice for me either. But I was trying for a pretty special tag. lol

I really wish they would change their system.

Something like:

Select your seasons Choices 1-4 in the primary draw and when/if the tag becomes available (at any point after the primary draw) you get an email and you have 24 hours to respond or something like that. I'm leaving out the finite details, but I think you guys get the drift.

There were a ton of people who were rejected on the primary and secondary draws only to see those very tags (that they were willing to burn their points on) show up in the secondary draws and on the leftover list. (I know this is nothing new to report but it seems to be getting worse...) No wonder point creep is torching us all. CPW just isn't getting people through the system efficiently.

-Pay for your tags up front.
-No refunds.
-No returns.
-No Exchanges.

Hopefully this "task force" does something and implements it in 2025.

I've given up on the left over draws and OTC purchases when they first come up. If I am really interested in a hunt I'll watch what pops up as far as returned tags when they hit the CP&W list through the year until the season comes along. If you have the time to watch it you can pick up some pretty good tags that get returned.

If you have the time to watch it you can pick up some pretty good tags that get returned.
BUT, now that they are issuing a preview list the day before it's like a revolving door of leftover day......

That's just this round.

After this tags will pop up on the list with zero notification when people return the tags. If you are ready and check the list weekly which is what I believe that they update it you can snag a tag.

I mean, they have 1 job to do this time of year. And an entire year to prepare for it. I do expect a bit more out of them than what they are doing. Their system is so broken its pathetic. One look at the re-issue list (not to be confused with what is posted above) and that tells the tale of the tape. Thats a TON of point holders that should/could be out of the way.

I see over 40 tags that I would gladly give all of my NR points for right now if they would give me the tag.

PS: Good luck to whoever is trying to get that moose tag!

CPW actually has dozens of things to do this time of year ... this is just one of them.
The system isn't broken at all, it's just not doing what you'd like it to.
You might be happier if you'd consider hunting in another state with a different system that suits you better.

I'll respectfully disagree with you.

When (8) 17-point tags end up on a re-issue list, the system is broken friend.

You know it, I know it, and everyone here knows it.
