I think a part of that is that when they initially split up the quota in the 80/20 split anything that the residents leave in their draw rolls over into the non-res draw. Example an area has 200 tags, 160ish go to residents 40ish goes to non res but if only 90 residents apply then the extra 70 roll over into the non-res draw giving them 110 total tags.I just happened to notice on the harvest reports from last year....There were more total Non-Res antelope licenses sold in WY than resident ones....How does that work?...im sure the doe tags make up a lot of that number, but still interesting to see Non-res outsell residents overall for licenses
Bingo. The other thing that happens is an area like say 16 or 17 has a lot of left overs every year. Those units have become a staple for people who just want to get out West to hunt every year.
