I received three tags and received an email for two of them but not for deer. I can tell I got my deer tag because my application changed from “Entered” to “Active” and my Preference Points changed to Zero ... but no email.

Absolutely. I shoot Berger 195grains. With good shot placement (always the key) that bullet will be devastating on Elk.

My .28 Nosler shoots Berger Bullets very well. Dropped a bear and mule deer literally in their tracks.

I usually use 3 round groups when working up a load. You could probably use 2 and then repeat the ones that look really good ... might not save much powder though.
