Going to make it more confusing. In Idaho they use the term" outside the National Forest boundry. This includes State land, BLM and private inside of the boundry of the National forest. So those pockets inside the boundry are off limits when the forest is also.

Just a thought. Maybe take a "practice" run before you load all your gear. And stay in the boat! These guys were experienced rafters and this was on the Lochsa River. I know the Deschutes can be rough but they don't call it Hells Canyon for nothing.
