I have hunted 73 since 2016 and I agree with what your saying, I didn't see the amount of animals that I normally see there. I talked to Heather the biologist at a check point and she said they are starting to get the numbers down to where they would like to see it but than winter hit them...

I believe it does apply to cow tags to.

I think they should make Doe/Cow tags a random draw like Wyoming does instead of having to use points and just make points for Buck/Bull tags.
