I got a few drums full of hostess stuff one year, great bear bait but like you mentioned the wrapping was a major pain. Stupid little wrappers would either stick to everything or get blown around by the wind.

The part that makes me scratch my head is most if not all of the outfitters seem to be booked up for the next couple of years. If they are already sold out what do they gain by the set aside?
