Irrelevant, there is no requirement to have hunter safety to purchase a tag, hunters safety is checked in the field.Hopefully if they do draw, they don't have or cannot complete a hunter-safety certification course!
Also, I have NO problem with anyone applying for whatever reason they want. The wildlife in the State is held in trust for the Citizens of the State and further, the State decides who can and can not apply for our wildlife.
If Wyoming decides that NR's can apply, that opens the door for anyone with $15 to apply, purchase a tag, and do with it as they please.
I see a non hunter applying, no differently than a hunter applying, drawing the tag, buying said tag, and then only giving the hunt a couple day of their time. Or being very picky and choosing not to kill a bear at all.
Their tag, their choice, and IMO, we're heading down a slippery slope by trying to "force" people to fill tags, or even hunt with them. Wildlife and the right to apply for a tag, should be afforded to everyone.
What I would be in favor of, is making a hunters safety course requirement to purchase the license. That would give the opportunity to educate the non-hunter who drew the tag, the merits of science based wildlife management, the history of wildlife conservation, etc.
But, to deny someone the ability to apply...absolutely NOT. Hunters constantly trumpet that the wildlife belongs to all citizens in their respective states, you cant say that, then deny a large part of the population the ability to apply.
