If you are looking for online maps that show public and private land as well as roads Google "Johnson County, WY GIS" (or whatever county you are looking for). Some counties don't have good systems but most are decent enough to give you a good idea of the unit. If you find one that doesn't seem to work try opening it in Internet explorer. On some occasions you can even click on private parcels and it will tell you who owns them.
Most of you probably already knew about the county mapping software but this is something I use daily at work (civil engineer) so I naturally also use it for online scouting.
