I guess it can depend?

In general I agree with the basic idea of moving on if someone is there before you: its sorta like fishing, just suck it up and find another spot.

Not apples to apples, as the OP is asking about a camp deeper in than what I am about to describe, not at a trailhead or more accessible point in the woods; but I have seen hunters in WY set up at some trailheads fairly close to each other, without much drama. A couple wall tents, trucks, 5th wheels, etc spaced out a respectable distance; almost like a campground. Now, that type of 'social' hunting may not be what everyone is after. I truck camped one nite in a spot like that at trailhead in 2017 while cow elk hunting and put some nice older dudes deer hunting, that had their 5th wheel setup at the same hunter 'city', onto mule deer I had seen.

Keep in mind, many satellite images are several years old. No way to know if a camp is there or not until you get in there. If it is a spot that really grabs your attention from those images, there is a very good chance other hunters are looking at it too. Hike in with a plan, A, B, C, etc... If you only have a plan A, you are setting yourself up for disappointment.
