Reduced Doe Fawn Permits

Need some clarification - am I interrupting the WY G&F rules correctly?

The reduced Doe/Fawn permits seem to only be available for private land or, if on public, are for whitetail deer only.
I will be in the cowboy state in October (antelope) and was hoping to pickup a cheap doe permit for the meat and to give my hunting buddy a chance at a mule deer, regardless if its a doe, and not burn his points.

Every unit is different, which units are you looking at?
There isn't a lot of area's thought were a doe mule deer tag is available.
