Party Size and NR Quota Conflicts ? for WY

I think I'm interpreting information correctly, but want to be doubly sure before putting my eggs in the application basket. Our party size for WY antelope is 5 with 3 PP/averaged. There is a 100% chance of not getting drawn as a 5 person party for a unit where the NR Special quota in years past was 1 or 2 or even 3 for the Special Draw? In other words, if there isn't enough supply to meet demand, the tags would go to a party (or individuals of course) that they can completely accommodate.

Am I thinking about this right or not? This question came up when I was examining Unit 65 as one of the 8 or 10 units I'm considering.

I know Wyoming will issue over quota to fill a party but I'm not sure if the area is set to a quota below your party size? For example, area 64 only had a quota of 6 but they issued 7 tags to fill the last 2 person party. It reflects 50% draw odds for <7 points but it filled 2 of 2 first choice applicants. I think I would call the game and fish to ask that question before applying.

Wyoming fills up to the party max of 6, regardless of quota remaining or if the initial quota is below the party size. A party of 6 can draw a hunt with 1 advertised tag.
