You do have to buy a license whether you are a resident or non-resident. You do not get a refund. Be sure you put in for a unit that will actually have a non-resident tag available. The regs. show which unit will have available non-resident tags. And you do not accumilate points for goats or sheep. Oregon does have a raffle every year. You do not have to buy a license to put in on the raffle. Good Luck on the draw!

So if i were to put in for just sheep, it's pretty much like a really expensive raffle ticket. Unless i just did the raffle. But I'm sure the odds are probably alot better in the drawing?

If I was you, I would put in for the draw and the raffle. It is not a hunt that you can ever really count on drawing. That being said somebody has to draw that tag. I like to dream big so I put in for a lot of those long shot (once in a life time) hunts. To answer your question the draw tag is a lot easier to draw. The raffle has no cap on how many raffle tickets you can buy. You could put the license money towards raffle tickets and up your odds. The raffle ticket lets you hunt any were in the state that has a hunt. Good Luck.

There are usually about 8000 raffle ticket sold for the sheep hunt. The raffle hunt would be a much better hunt since it covers all units open for sheep hunting and lasts almost 3 months. Most draw hunts last about 2 weeks or so. Like mentioned above, not very good odds for non-residents. There is only one non-res hunt for Rocky mt and it is usually about a 1/500 draw odds, all other no-res hunts are for Cali Bighorn. The raffle covers all units and both rocky and Cali sheep.
