Non-Resident Tag refund and points

My dad applied for an elk tag, intending to do points-only, but he got a tag in the mail. He's planning on going out next year, so he was going to get the point to use for that draw.

He said he contacted Colorado Fish and Game and was told that he could get a refund, but they wouldn't give him the point.

Does that sound right or is there some way he can get the point?

Yes if he wants the refund he will have to forfeit all of his points.

If he wants to keep his points, he has to give up his tag AND his refund. They will reinstate his points back to the level he had before this year's draw (so no point for this year). I had to do that in 2010 when I drew a tag with a pile of points and was not able to go do to scheduling issues.

Was the tag he drew his first choice?
He meant to do a points-only, but messed up somewhere and ended up applying for a tag by mistake.

Umpqua, I talked to my dad after you replied the first time and he said that he got a refund and got his old points reinstated, but didn't get the point for this year.
