Are there any places in Idaho, Montana or Wyoming where you have a chance to draw a non resident tag with no preference points? I would love to go on a moose, sheep or goat hunt.

You have a snowball's chance in Wyoming through the small random draw. In Montana, you get one chance to draw competing with guys who have their number of opportunities based on squaring their bonus points, e.g. 8 bonus pts = 64 chances to draw. Idaho is a random draw but there is usually less than a 1% chance because of the nonresident tag allocation cap.

Montana has lots of general opportunity hunts for both deer and elk. Many districts too that you can hunt both species. There are a lot of mule deer districts that can be drawn with no points too and are guaranteed. Not sure where your main interests lay

Isn't Utah another state with a "chance" at drawing?

Honestly at this point, putting those tag fees/funds into a savings account etc... and going to canada might be a better option, with less money wasted.

but yes there's a few states with a "chance" with no points, i think benny spies, the guy with the hunting tv show drew a decent area in WY a year or 2 ago.... he got a decent moose.

Utah works on a hybrid bonus point system where if there are 2 or more resident tags or 2 or more non resident tags offered that 50% of the tags will go to the top point holders and the other 50% will go into the draw system for everyone else.

So yes it is possible for a person to draw a tag there with 0 points, not much of a chance but it is there and there are the lucky ones that draw a tag with 0 points or a few more every year.

There is no chance if you dont apply for sure. I got MT moose with one point last year and CA elk with five points this year. Depends on your budget and time.
