Hmm it didn't copy right. Go to the web page. Click on hunting then big game then elk general. Layout of controlled and general tags are not on same page together. Look for general elk. There are a tags and b tags. It explains what tag is good for what.
Many zones have OTC antlerless opportunities, some with rifle others with muzzleloader. I am guessing the "we got our OTC antlerless hunt back" was in reference to the panhandle zones which have historically had very liberal elk harvest but were scaled back several years agoI've looked over those a lot. Are the OTC cow tags just the fact that many of the A and B tags are any elk for some zones on or within 1 mile of private land (mostly)? I was thinking like Montana B tags but OTC. Didn't know those tags weren't any elk in the previous regs.

for many years the panhandle had a 5 day any elk season in the middle of the general anterled bull elk season. this went away about 4-5 years ago, and just came back. so, no they are not just for cows, but are the any elk season. the panhandle has 3 days on the b tag any weapon season. i hope this make sense.
