Who is the better credit risk? From a management perspective who is better at managing local lands, the local people or Washington bureaucrats? You have not addressed the trend towards non-consumptive use in federal land management agencies. The Montana state constitution protects the right of hunting, fishing, and trapping specifically, the US constitution does not, who is more likely to hold these values more dearly, the state or the feds?
