This one is truly a tough one. Remember region 1 of the forest service is the ones treating rwa as wilderness areas. Region 1 also includes north Idaho and the Dakotas, so a usfs director states that since congress will not give region 1 wilderness, they will create it themselves. Abigal Kimball wrote the guidance letter that makes this the policy of region 1 before she became head of the usfs. So something that was started by the usfs in Missoula doe have ramifcations in other states. As a person who has played the Idaho Montana border for decades, what happens in sen daines bill does affect Idaho.
now on the snide side of things, dam Montana can be cocky, they don't want to hear anything from anyone else, but they have no problem claiming other parts of states as there own. ie Missoula thinks it owns the Clearwater national forest in Idaho. I have also belonged to a buying group out of Belgrade, mt since 1996, so I do have some bias. lol
