You are going to get very spotty info by asking on a forum, unless someone has actually been out there. The reports range from more snow than we have ever seen to we still have brown dirt showing. The only area that I have heard that has a lot of snow is up in the extreme north along the Idaho line.

What I would do if I was you would be to check the SnowTel site, but you will have to remember that very few animals are going to be wintering at 10,000'. They are down in the flats and sagebrush.

Western Wyoming is in dire shape...deer are dying badly already as are mature bulls on the refuge area. ALSO, deer are dying heavily on the winter range areas that have little to no snow. They don't have to have deep snow to have an incredibly rough winter. If it keeps up,this could change the face of hunting around here for a while

north east Utah and south east Idaho are not in good shape. another huge storm is dumping as we speak and to be followed by another artic blast. Idaho Fish and game is feeding like crazy. I will say this though, the benches above where I am, where a lot of deer and elk winter doesn't have near the amount of snow we do in the valley. but the deer numbers that show up there are about half and those ones are looking pretty healthy. winter ranges up higher is a different story. finding a bear this spring on a winter kill might prove to be rather easy.
