The tag is good for the whole unit where you have the tag for, excluding private lands unless you have the owners permission. Also State Trust Lands could be off limits depending on who they are leased to and if they close them.

This is what the OP is referring to. This antlerless cow tag is not valid on the national forest. All other land is wide open with the exception of getting permission on private.

That is the area I plan to deer hunt. I was wondering if I should invest in a tag. I have been trying to call and talk to someone with game and fish but keep getting we are busy and no option to leave a message.

Depending on the area, some of those tags are good for the entire area during archery and private only for the other seasons. The idea is the cows they want to manage are often on forest early in the season but end up on private by rifle season. One area they do this in that I am familiar with they have a decent sized HMA to hunt them during late season. I have also found that wardens in these areas are typically pretty helpful finding permission- they seem to be motivated to harvest some of these cows. That said, I wouldn't buy one if I didn't have something lined up ahead of time.

There's a couple full price antlerless elk tags left that are pretty decent, you might want to take a look at them instead

JimP that is Colorado, in Wyoming state trust lands are open to hunting unless they have a restriction like not on cultivated crop lands.
Lessees of state lands in Wyoming do not have authority to close them to hunting. State lands are allowed under your license.
And of course you need landowners permission to hunt private lands as JimP stated.

I've always said that you need to be a lawyer to figure out all the regulations in different states

I got to talk to the biologist from the area. Like I figured. There is always a reason for so many left over tags. Even though there is quite a bit of BLM and State land. This land has no water and the elk all go to private land. It all depends on if there is early snow. If measurable amounts of snow there could be some elk in the area. The odds of that in mid to late October are not good. Per biologist this would be a very low chance tag to fill. So I know how to guarantee I will see some elk. I do not plan on buying the tag.
