There could be a lot of reasons. The RFW outfits are also contracted with an outfitter who basically runs the hunting operation. The FRW ranches also set their own seasons and all of the hunting rules in addition to state hunters rules. Maybe they got a new outfitter and he didn't want RFW#, there could be lots of reasons.

I hunted RFW once and will never apply for one of these tags again. The non outfitted hunters basically what is leftover. The ranch I hunted had been hunted foe 3 months before the RFW hunters were allowed to hunt. A lot of the ranch was off limits and there were lots of rules that limited access. There were 40 hunters on the ranch and myself and my buddy were the only ones to get an elk I got a small bull and my buddy got a cow, both on the last day after a lot of the hunters had gone.

Just my take.

I don't know if you ever hunted or read the rules on some of these ranches, but I was looking into it and they had some stupid rules like you had to check in and out at a certain time and place , hunt in certain areas, use certain roads etc. It wasn't worth the time or me using my points for them. But I would find out what unit the ranch is in by using last years regulation book and call the CPW office in that unit to find out.

When I was researching RFW years ago, I read every one of them and their rules. Some of them do crazy things. One of them had over 50 hunters for elk and 50 hunters for deer. They turned them all loose at the same time . The one I hunted at least divided the ranch up into areas and assigned hunters to different areas. They also had different season for deer & elk.

To find out the exact reason you would quite likely need to talk to the operator. As was mentioned RFW's come and go. Perhaps CP&W didn't want to give them the amount of landowner tags that they wanted, it could of been complaints where the ranch operator didn't want to put up with it any longer.
