The sheep odds are not nearly as good as they look on the surface. The non resident limit makes them far far worse than they appear.
Bighorn sheep ? Am I wasting my time put in in for points.

Maybe good wasnt the best word to use, but the odds of a NR drawing are better then alot of other places and with no points you could get lucky and draw!
Umpqua Hunter is right, apply in Wyoming and everywhere you can if you want to hunt sheep. Sheep hunting is not for everyone, but for those that are bitten by the bug, it is the most important. I have drawn the Bighorn tag in Unit 5 Wyoming and hunted DIY in Alaska a couple of times, but I still apply in Wyoming and hope to draw a random tag. I also apply in other states. It cost a little money to stay in it, but if you draw a tag the cost is irrelevant. If you don't apply, you will never hunt sheep in the lower 48. I can't afford to hunt sheep on a regular basis, but I still hope to get the Grand Slam. Where I live, most people don't even know what mountain sheep are. But I dream about rams. Good Luck.

In most states with preference points you are wasting your money applying for sheep. You are actually better off buying a raffle ticket in those states, seriously.
Look in the next EBJ issue to see the CO sheep MRS and you will see that CO has changed their drawing system to give everyone who has been applying for more than 3 years a chance at drawing. That may be your best bet.

I think nearly every state that uses preference points will change their system in the next few years. When you have put in for 20 years and have no guarantee of getting drawn that is a broken system.
