If you have ever seen the growth rings of old growth trees in the west you can see where there have been extended periods of drought, some lasting 40-50 years. There have also been periods of good moisture lasting a very long time. So this drought we've been having the last 10-15 years is nothing new and will end at some point.
Yes the animals will always survive. If there is a major die off in one area the remaining ones will repopulate or others from surrounding areas will move in. Local populations can be severely affected for years.
