I have never hunted 91 but I have hunted 92 a couple times. My guess is the highest concentrations in 91 are going to be in the southern half of the unit in the more typical antelope terrain. I've seen lots of antelope along the highway headed east out of Farson, the south border of the unit.
Rock Springs is gonna be closer (by about 15 minutes) and its a good fast highway up to Rock Springs to Farson. Rock Springs is a good sized town and it has several of the larger chains for hotels, several restaurants, a Walmart, pretty much anything you need. The problem is the room prices tend to be quite high due to the gas/oil stuff in that area.
If you don't mind a slightly longer drive, Pinedale is going be a much more picturesque setting. I also recall there is a meat processor in Pinedale, and if you plan to sightsee it's only 1.5 hours up to Jackson.
