2016 Draw

So I am moving to powell in 6 weeks. I have neglected to get priority points in the past for Antelope. However would I be just as good as going into the draw in 2016 with 0 points as I would 1. Should I buy one before the end of September? Can I draw with 1 point? Sorry for all the questions I have just never researched Antelope.

If you are referring to Powell Wyoming, residents of Wyoming don't have preference points for antelope, so the point would do you no good in the resident draw.

"IF" you have to apply next year as a non-resident, since you haven't lived in Wyoming for long enough to establish residency according to the Fish and Game requirements, then having the point would be beneficial.

EDIT: I just checked, and you have to have resided in Wyoming for a year to establish residency, so you would be applying in 2016 as a non-resident, so the point should help you a bit.
