I thought the only option was to trade in an unsuccessful application for a leftover. (A or B zone etc)
Look like I was wrong…… I found the following:
Unsuccessful nonresidents may request a refund of the difference between the fees paid for a nonresident and a resident Deer Tag Drawing Application, if the application was submitted and a deer tag was not issued or if a non- resident tag is issued, and all of the following conditions are met:
1. The deer license tag is not a premium tag.
2. The deer license tag is returned prior to the earliest
opening date for the hunt.
3. The tag quota has not been filled for the hunt.

If I am reading it right $161.49 plus resident application 30.85 could be the final cost.
Both the license and the full application fee for the draw.
You could get $272.62 (minus $30.85) refunded if you request it, (not automatic).
So in reality it is not as bad as I thought.
Another bonus is that once you are in for the NR license it's only $5 for an elk application, Cost of the tag is more than WY special though ($1343.65) But it would be a dandy!

Having to buy a license and front the tag fee too sounds like the worst of both worlds. lol
Guess its still better then WA where you have to buy a general tag to apply for LE hunts with no game that you will never draw. lol

The definition of point creep is that it will take more points to draw a given tag next year than it took this year, looking at the Ca. muzzle loader hunts for 2013 there were only 2 units that required max points (11) to draw. Keep in mind that not all max point applicants drew a tag. Until a given unit no longer requires max points to draw a tag as first choice there really can't be any point creep and will never creep above maximum available points which will be 12 this year.

How is that not point creep if it takes 11 points this year (to have a chance to draw) and next year it takes 12.
He has 8 points this year and the 2 units he showed me and I calculated out it would take him atleast 20 years to draw and atleast 5 years just to get through all the max point applicants. By the time he drew it would take over 30 points. Thats some serious point creep in my book.

Yep back to my original point………. although I concede not quite as bad as I thought.
On the plus you get that NR license then the trophy species applications are cheap…. although the tags not so much so.

I remember now why I am not very knowledgeable on this stuff….. because I never apply!!!!
I also found that they are pretty friendly to disabled vets…. 50% gets you reduced res or not.

So a deer tag is $272.62 but a sheep tag is $6.00? I think I am missing something.... lol How much are the disabled vet prices reduced? Most states only offer to residents. I would hate to have to start applying on CA! LOL

Ok, look at this way. Ca. adopted there point system in 2002 and those who applied for and were unsuccessful in the premium tag drawing received a point for the 2003 application year, it took max points to draw a premium tag in 2003, not all drew a tag but those who did had max points even though it was only one point in 2003.
Fast forward to 2014, as of 2013 there were only 5 premium tag units that still required max points to have a chance to draw a tag, ALL other premium tag choices took less than max points to draw so by the numbers I'm not seeing the creep.
I do agree with you however regarding the high demand M/L tags, it will take some years to go through all the max point holders.

Points can still creep even if they dont take max points. Any time there are less tags then there are applicants in the highest point class there will be point creep. Im sure there are units that dont creep and are easier to draw. I dont keep up on CA, I was just helping my cousin that lives there and the hunts he showed me the draw on were creeping alot.

I looked into this a bit on the CA site. For $31.69 a 50%+ disabled vet resident or nonresident could apply for elk, antelope, and sheep!
$7.30 for a disabled vet hunting license R or NR.
