I'm grateful I got to hunt in WY in 2014, 2017, 2018, 2019, 2021. Time will tell if and when I come back. I'll apply, for sure; but at some point, if it gets so convoluted, expensive or low odds; it will be time to spend my money elsewhere. This proposal sucks for the DIY non resident hunter.
