If you can draw a tag your chances are quite high.
I know of several hunters who used bows on them once they drew the tag. I really isn't that hard to get withing bow range of a bull moose. Especially one that had dozen of tourist taking picture of it all summer long.
I agree that if you have the desire to shoot a ram with a bow then dedicate yourself to doing it.
However very few of us can afford multiple hunting trips to Alaska or other areas to keep trying to shoot one with a bow. Likewise the way that the draws are here in the lower 48 a sheep hunt...
I'm also on a pretty much Utah only forum and it would surprise you at how many hunters ask about their second and third choices in the hunts selection. Then they act surprised when they are told that all the tags go in the first round.
One thing that you might want to look at is the states laws regarding trail cameras.
Last week I saw where Utah has a law before the legislature to limit their use and other states have similar laws.

What season are you planning on hunting? If you are not hunting the rut I wouldn't worry too much about a call, however elk are very vocal animals and will be bugling well into November but that doesn't mean that they will come into a call.
Colorado Parks and Wildlife has a pretty good Elk...
I wouldn't own another Moultrie if you gave it to me along with enough money to buy another one. I had a couple of them and found that their customer service was lousy. The LED readouts went blank after a year and they were no help getting them repaired.

If I was a bow hunter anymore I believe that I would take both. Then hope that during the first few days that I could get within range with the bow. But with as hard as those tags are to draw I would likely switch to a rifle fairly quick.
I personalty go with the Barnes 165 grain TTSX. The current load data on the Barnes site does not mention RL 22 but does RL 19. I looked at two other Barnes manuals and neither one of them list RL 22. But you may be limited to what powder you use to what you have on hand due to the shortage...
