I have always had the philosophy of having a too warm sleeping bag than one that is too cool. You can always open it up if too warm but it is hard to make it warmer if it is too cool. That is unless you have other blankets or items to place on or in it to keep you warm.

I'm not sure if it is part of this bill or not but they want sheep and possibly other hunts to be one tag and you are done. From what I read if you draw a sheep tag now and don't shoot a sheep you can reapply, they want to change it to just one tag in a lifetime, which it should be.
