Yes, I agree certain areas no guarantee for a cow tag but there are always left over in other areas. It may not be the specific area a hunter wants to hunt but they still can definitely hunt other areas where it's almost a sure thing.

You want to hunt elk every year in WY apply for a cow tag problem solved. You can also become a resident and you can hunt elk every year on a general.

I shot this 6x6 bull yesterday in grizzly country solo. The shot was 36yds. He died about 250yds from a good horse trail made for an easy pack out.
