The 400 tags was overall tags given out, the 309 tags was just the resident tags issued if you were to look at the non-resident draw odds it would probably show 91 tags. I believe that for limited quota areas they issue around 75% to residents 25% to non-residents, unless there is not a high resident demand then they will issue more to the non-residents.They put quotas the regulations/maps that come out later this spring. The only issue is they are somewhat generic. For instance I drew a deer tag last year and the regs said the quota was 400 tags, but if you add up the tags on the drawing odds section of the website they only issued 309. It will give you a general idea. Hope this helps.
Not to be rude, but when I try to give advice, I research what I say. In 2011 deer area 102 issued 298 resident tags, 7 non resident regular tags, 10 non resident special tags, for a total of 309. Its all on the WY game and fish website. My apologies ssliger, just trying to make a suggestion to why the numbers didn't completely add up. However the 309 that that you have added up is erroneous (298+10+7=315), but when you add the preference point non-resident(31) and the preference point non-resident special(21) to the equation it would be a total of 367. Which leaves 33 tags not in the draw, but that could be commissioner and governor tags that were given out. I believe the game and fish take those out of the total quota, and since 102 is such a highly sought after area 33 governor/commissioner tags in that area is not outside the realm of possibility.
