So I am moving to Powell in 6 weeks. I have three elk points to use next year before I become a resident. Can you get a decent unit with 3 points?

You can draw a general license. Perhaps you could buy the general license one year after you move, as was suggested in your post about WY deer.
Save your money, buy your resident elk and deer and hunt the later elk/deer general hunt units next year. Besides, you should be spending all your time, knocking on doors and figuring out where to hunt every year on your general tags while you continue to put your name in on the limited draws.
I really do appreciate the help guys. To return the favor I am a taxidermists. I will give you a sweet deal on some services out there. I am not going to do any serious work but will do some. Especially skull mounts and maybe a few mounts.

If you can do a equally good job as Stebs Skulls in Powell for a better price on europeans, I would have you do mine.
I do roughly 300 a year for every taxidermists in my area. Not sure what they charge but I prob charge 100 and maybe 175 for a camp dipped for elk. Look at some of my stuff on face book. Headsnskulls. My turn around is a week. I have done everything from bear elk antelope longhorn Bulls deer hog gator reindeer sheep. Teeth will not fall out or be brittle. Skull not painted and is bright white.
