GPS maps

I am trying to load some state specific public land maps (Montana) to a Oregon 650 and an older etrex legend. In 2009 I was able to use a free third party website to do this, I can't seem to get that website to work anymore. So I was wondering if there was a way to still get free maps uploaded and usable to the gps's? I know there is software I can buy, but I also know those softwares are selling stuff easily accessible and free elsewhere.

Can anyone walk me through the steps of this? I know I've seen stuff about cadastral maps posted on here before, just need a little tech advice! Thanks in advance!

Okay, I got it whipped! Pretty slick too, I can plot hunting districts and all. As well as tell exactly where public lands intersect roads and other points of potential access.
