Wyoming Random Draw Question...

I don't have max points, I think I have 7? I wasn't planning on applying in Wyoming this year, just gaining another point since I should draw Colorado elk this year. What I was thinking of doing is applying for one of the better units in the state and cross my fingers that I draw in the random draw. Kind of a Hail Mary approach! I figure I've got nothing to lose? Anyway, my question is... while looking at the top units they show either 0% or 1% draw last year in the random draw. Does this change year to year? So a unit that was 0% last year in the random might actually have a tag or two that goes in the random this year? It's kind of confusing how they allot tags to the random draw. Any help is appreciated!

It doesn't change a lot but there are always tags in the Random Draw. 75% go to the Preference Point draw and 25% go to the Random Draw. Remember that there are 2 separate draws for NR, the Special and Regular, with the 75/25 split in each.
Also, every applicant is in the PP draw, even those with 0 points. Every app that doesn't draw a tag in the PP draw moves to the Random draw with their 1st choice intact. So, while you may not draw in the PP draw side, if there are enough tags in the Random draw (the 25%), you could still draw your 1st choice with no points.

The Fool is pretty close but they left out the NR LO's drawing first which immediately effects out allotment, and the Quota Balance from the NR Special side rolling down to the Regular Draw.

OK, I think I get it now... maybe? LOL! I understand the percentages, was just confused on why one year there's a tag for a particular unit in the random draw then not one the next year. I think what I was missing is the random draw tags aren't necessarily allotted to a certain unit, but to the applicant and whatever his first choice unit is. As long as there's enough tags allotted to a particular unit. So My plan to put in for one of the top units with less than max points hoping to pull off the impossible and draw in the random draw, although not likely, is a possibility?

Yes, it is possible. Of course you would lose your PPs if you drew your tag. Being as that was your first choice unit.
