I am looking to accumulate preference points in Wyoming as a non-resident, but am reading around that it is still possible to draw a license on second draw. How does all this work in Wyoming and is applying for the higher cost license the best way to accomplish this in tough draw units? I am willing to cow elk hunt to learn areas, any suggestions and lessons are greatly appreciated.

To determine 2nd choice validity, look at the random draw odds. If the tag quota is more than the 1st choice apps, the remainder will go to the 2nd choice pool. Compare those numbers to get your odds.
