Wyoming group draw question.

I was wondering if anyone here could answer a question for me. My uncle and I have max points in wyoming for elk and mule deer. Another friend of mine forgot one year and has 11. If we apply as a group the average would be 11.66 points. Would that round us up to max as a group?
