WY 2nd Choice Cow Tag

Two quick questions. I have searched the forums and can't come up with a straight answer. We do not have enough points to realistically draw our preferred Bull Elk tag in Wyoming. So we would like to apply next year for the Bull tag, and select the cow tag as our 2nd choice in said unit. Hopefully drawing that cow tag for a chance to hunt and scout the area for the future. Is that an option for us? Secondly, It would be nice to draw the reduced price cow tag, but that is a separate application correct?

What would be the best route to go. This unit has leftover cow tags year after year, but they sell out fast and we missed the boat this year with in the first 10 minutes.

Just put in for the reduced price cow tag and buy the preference point later

Ditto, put in for the bull tag and then the type 6 cow tag in the reduced price drawing. Buy a point if you didn't apply this year.

Thanks for the replies. I have just never dealt with the reduced price tags. And I buy points. I just don't have enough banked to draw the unit I'm focused on currently. I think I'm tracking though, I appreciate your help.
