Got an email that said there was an issue with app for elk. I only put in for points and it said I was unsuccessful, and that my payment didn?t go through because of some unknown issue. There was instructions and a link for me to go to to pay to fix this issue.

Has anyone else gotten this email? It just sound kind of fishy to me. I tried calling CO fish and game this morning but wasn?t able to talk to anyone because I was at work and couldn?t stay on the phone to long.

I’ll call them up tomorrow morning when I get off shift. With my luck I would get someone to pickup my call just as we got dispatched on a call.

It?s not all good on my end. They charged me for points when I have a fishing license.
Guess I will be making a phone call soon.

Did you have the fishing license last year or is it this years license? It is my understanding without going back to find and read it that you need the previous years annual fishing license to qualify not to have to pay the PP fee.

No I didn?t and neither did I have a tag, so that might be the issue. I need to read deeper then.
Thank you.

AT Hiker, I went back and found it and you do have to have the previous years annual fishing license. It's on page 18 of the guide book:

8. $40 PREFERENCE POINT FEE. Hunters will be
automatically assessed $40 per species ($30 for
resident deer and pronghorn) for a preference
point unless they have purchased one of the following:
an annual fishing, small-game, resident
combination small-game and fishing, furbearer
or a big-game license in the previous year, or a
current limited license in the draw for the same
species for which they seek a point.
The point fee is waived for youth, lifetime
license holders, free senior annual fishing license
holders and residents who are in the military on
active duty outside Colorado.

So look at it this way, you are set for next year if you just want a point or points or put in for the draw and don't draw the tag.

Unless CPW have changed some things, I thought if you either held a license(tag) the previous year for a certain species, or at least tried to draw either a tag or a point, you were exempt from the preference point fee.

My father and his hunting buddy were each charged the $40 for a point, even though they tried drawing a tag last year and were unsuccessful. The last time they drew their tag was in 2016.

I have the rule posted in post #11 above.

You have to have an annual fishing, small-game, resident
combination small-game and fishing, furbearer
or a big-game license in the previous year.

Or you will be charged the PP fee.

Yes, I understand that all those things, but it is this statement ......
or a current limited license in the draw for the same species for which they seek a point.

But did they hold a limited license for the same species? You stated that they were not successful last year so they didn't hold a license for last year and haven't purchased or gotten one in the draw this year that is limited.

It is some strange wording in the way that CPW puts it.

2016 ... Successful draw
2017 ... Not Successful and not accessed the $40 fee
2018 ... Not Successful and accessed the $40 fee

In years past, as long as you were at least attempting to either draw a tag or accumulate points in the previous year for a particular species, you were not accessed the preference point fee. Now, as it reads, they basically give you one "free" year the year after you draw a tag and then it starts costing you. Doesn't seem all that fair to those who are hunting units that require multiple points versus those who are drawing tags with either 0 or 1 point.

Think I'll give CPW a call. Hopefully, I'll get someone intelligent enough to answer and accurately explain my questions.
