Last year if you had a general buck tag you could buy a controlled cow elk license and hunt for cow elk only on public land during the general buck season.
This year the controlled cow elk hunt is only for private land. Apparently there's too much elk utilizing private and the Utah DNR wants to pressure them back to public.
The private land and elk are going to be hard to put together in that unit that allow hunting on it, that is until it snows and even then the elk tend to stay high on the front of Timp.
