The state of Utah would have been better off if 10 years ago they had a couple high school kids run an ebay page to sell the tags.
SFW has their hands on a lot of work around the state and they even fund some of it completely but mostly it is partial funding so they can put their names on more stuff while retaining enough funds to build big houses, go on hunts and buy a sheep concession in Canada.
