Update on Colorado Regulation Changes for 2028

During the March 5-6 meeting, the Colorado Parks and Wildlife (CPW) Commission reviewed staff recommendations on proposed regulations changes. After in-depth discussions, the Commissioners approved the following regulation to take effect in 2028.

1. Deer, Elk, Bear, Pronghorn & Turkey: Changes to the Primary Draw

  • 50/50 split draw (Preference Draw / Bonus Draw) The quota for each hunt code will be divided 50/50, with half of the quota going to a preference point draw, and half going to a bonus draw. This allows hunters with a lot of accrued points to use them and also gives new hunters a chance to draw. If there’s only 1 license available, it will go into the preference point draw.
  • 75% Resident /25% Nonresident allocation for ALL limited hunt codes.
    • These Allocation Rules will apply to 1st & 2nd choices during the primary draw.
    • The current 80% / 20% split for High Demand hunts will be removed.
  • The first-choice preference point only hunt code (x-x-999-99-x) for each species will be eliminated and applicants will have to choose to either apply for a license OR purchase a preference point.
  • There was great discussion regarding establishing a new $15 resident and $30 nonresident preference point fee per species, but it was tabled and NOT approved when the commissioners decided they needed further study to determine what the exact amounts should be. I believe they will establish preference point fees once they settle on an amount.

2. Moose, RM Bighorn Sheep, and Mountain Goat- Primary Draw
  • 100% Bonus Draw will replace the current weighted point draw. All points will be “regular” points and there will no longer be any “weighted” points. This won’t change the draw odds; it just simplifies the system.
  • Waiting periods
    • Rams, Bull Moose and Either Sex Licenses for Goats will require 3 years of applying and buying points prior to being able to receive a license. (No change.)
    • Females; No point thresholds or waiting period to be able to receive a license.
  • Once-in-a-Lifetime Harvest for bull moose, bighorn sheep rams and any goats harvested on an either-sex license (from 2028 into the future, not retroactive on any past harvests).
    • 5-year waiting period after harvest to apply for a female license. Can’t apply for a license or point during the waiting period.
  • Group applications allowed for all trophy species but restricted to 2 members maximum with the same residency. (For other non-trophy species, group applications are allowed with no limits on the number of group members or restrictions on residency status.)
3. Reissue Process
  • Auto-Reissues
    • Applicants opt-in to accept auto reissues by hunt code, and by choice (1st, 2nd, etc.), during the primary draw application process, but can change to opt-out before being issued a license.
    • Licenses will automatically be reissued to the next eligible applicant by residency based on the next up report.
    • Customers are charged when the license is reissued to them.
    • Preference Points will be used (voided) only when a 1st choice hunt code was applied for during the Primary Draw. If another choice (2nd, 3rd, etc.) choice was used, preference points will NOT be used.
  • Weekly Reissues
    • Any deer, elk, bear, pronghorn or turkey licenses that are returned 2 weeks or less prior to the start of the season or returned at any time but do not have any eligible applicants to auto-reissue the license to, will be placed on the weekly reissue list.
      • These licenses are released at 11:00 MT on Wednesdays, with a preview list posted the Tuesday prior.
      • Licenses do not require the use of preference points to purchase.
  • Manual Reissues
    • Any Sheep, Goat or Moose license returned 2 weeks or less prior to the start of the season will be manually reissued by CPW staff, once approved by the customer, to the applicant next up in the draw order (by residency based on the next-up report).
    • All preference points for that species become used (voided) when a manual reissue is accepted.
    • If there are no eligible applicants to manually reissue the license to or if none of the next 5 applicants in line accept the license, the license becomes available as a part of the next weekly reissue process.
  • Fail to Pays
    • Licenses not paid for by the payment deadline will be removed from the customer’s account and auto-reissued to the next applicant in the draw order.
    • If preference points were used to obtain the license, those preference points are restored to the pre-draw level.

It was a good presentation by the CPW Staff. The commisioners got wrapped around the axel trying decide what the new Preference Point fee should be, so they ask staff to go back and do a study to determine the proper amount.

I can hear the yelling already when someone with 1 or 2 points draw a tag for what used to take 20.

I'm used to this type of system since it is what Utah uses for the most part but it still doesn't help when you have been waiting 20+ years and someone comes in and draws the tag.

At least, in the case of only one tag it goes to the high point holders pool. UT is tough ona for the high point holders because the way they subdivided all the units for OIL species, if there is only 1 tag it goes random. And very few ever have more than 1 tag. That's cool for someone with low points that draw :) , but makes all those years of applying worth nothing. For example my 24 points for Desert Bighorn are just for show to remind me how old I am :)

No system will ever make everyone happy, but this seems like a decent compromise.

The draw just got more complicated for your average guy to understand, preference point creep will skyrocket, and predictability just got flushed down the toilet.

What’s not to love?!

No system will ever make everyone happy, but this seems like a decent compromise.
It doesn’t help the guy who has been saving for a high point NW unit, has 20+ elk points, is within reaching distance of a tag, but now the max point holder pp tags get cut in half. I just went from within 3 years of drawing my tag to a minimum of 6, probably longer than that with point creep.
The CPW went and made a bad situation worse again. Watch how many people bail and burn points in the next 3 years. I can’t wait to draw my tag and never save more than a handful of points for deer and elk again.

There are currently so many hunters in the Colorado draw system with a ton of points that anyone new trying to get started hunting has no chance of ever drawing a tag for the high point units. Beginning in 2028 they will have a chance.
The Commissioners were trying to develop a system that’s fair for everyone. At one point they discussed just going to a totally random draw for all species, like New Mexico. You wouldn’t have liked that and they knew it would be very unfair to current point holders. So they decided on this 50/50 system as a compromise.
They probably hit on with a good compromise because both high point holders will be a little ticked off and so will new guys who would prefer a totally random draw.
When everyone is partially pissed off it’s usually a good compromise. 😉

Well point creep is put on a fast track to explode in 2028.. EXPLODE. Its simple math no other option now..

1-3 point units will soon double in the points needed to draw. Guys at the top end who put in their time for 20 year are screwed if you are a point or 2 behind now unless you get lucky on the 1-1000 chance ya are shit out of luck.. Never to be able to draw even after all the support to the Colorado CPW well and DOW as they have been in the system that long. Fair to say Co screwed those folks on the Royal.. Hunters will see how positive the change is when they have 2-4 points more than it took before this change who are not drawing due to a false feeling "opportunity" except for a few lucky folks.. Participation ribbons for everyone!!

Co seems to like to make things worse. This "commission" is so lost they dont even know the impact this change will have but hey it's off their plate right?? Moving he seasons back = not a good change and this will be seen as horrible by most when it plays out.. But ya are sayin there is a chance = there is a reason it's a dumb and dumber quote.... They also took opportunity from resident hunters. Head scratching from every other wildlife agency in the west....

Yeah I guess ya got a shot now (1-1000 or less odds for the best units to maybe 1-250 on the lower tier units) to get a tag and that will make the lemming happy... Hunting fool is happy I guess.. Or only upside is for tag pimpin folks can now say there's a chance to the lemming who could not kill a big buck or bull if it were tied to a tree.. As well as the application fees that CPW will realize.

Recently a good hunting buddy told me not to worry about any of this as "we will always find giants and we have tags so what is there to worry about". He is right.. Also figured I would put up a pic of the buck from 024 as I have not put up a pic.. Too bad the change they made...

Now maybe people are starting to understand/see why I beat the freaking drum so hard for years trying to get people on board about taking points for choices 1-4 and burning points for any A-list tags. It would have solved so many problems. If they still are still not seeing it, they will in 2028 for sure.

This new 50/50 is a freaking disaster and does NOTHING to reduce point creep or simplify the draw.

I’m not going to argue with the wizards of this website anymore though. They just care about protecting their chance to get a cheap resident tag. Looks like that stance really bit them in the a$$.

Oh well. Enjoy your dismal odds of drawing that great tag!

I dont believe it was about reducing point creep at all. It was about the almighty $ There will be tons of new nr put in now believing they got a chance and the money will flow!! Mark my word. Nr apps will double by 2030. Adressing point creep my a$$

I don't hunt colorado and have no plans to.
One thing that i always laugh at is when people complain it is all about the money.
Well it is, think about how many buildings that have to be taken care of, how many vehichles that have to be taken care of. How many computers that need replaced. It might take someone that owns a business and buildings to understand why, they have to make money. roofs aint cheap, hvac systems are not cheap, led light bulbs are not cheap, ect
