Does CO make the upcoming season's ('14 in this case) quota available prior to the draws? I'm wondering about figuring odds on a unit, but the count has been decreasing the last few years.

I have actually asked this question of several biologists that I have spoken with this year as I was researching high country mule deer hunts. I was told that the tag quotas most likely will not be set until after the application period most likely in April sometime.
